I traded in some games I was never going to play, and an old 3DS I got 3-4years ago as a gift and I only had to pay 70 bucks for a New 3DS. I'd say it's definitely worth it to get it, hack it, and then play whatever you want as there's some pretty great games for it.
Check your local gamestop for trade in deals, or try ebay or something for a cheap one.

Depends on your system firmware. If it's 9.2.0 you can use browser hacks easily. If it's above that, you'll more than likely need to use a game like cubix ninja or oot3ds (and you'll typically need a 2nd already hacked 3DS or some other shit, it's all explained in the guide). If it's already at 10+ or 11, you're going to need to hard mod it, which is a hassle.
If it's less than 9, you can do a lot of things easily.
Trust me, just read the guide thoroughly, I did it and it took me a while, but you can do it.

VLR + ZTD are great games in themselves for being sharp puzzle games with high-impact violence and above average scenario writing, though I'm torn on ZTD having just played it and being a huge fan of 999 and semi fan of VLR. VLR is the 2nd game in the ZE trilogy, ZTD is the 3rd.
Desmume is in the works for homebrew but it's still slow and buggy and honestly, a good DS flashcart will run you about $15-20 and will give you the benefit of running the games natively. Nintendo stopped blocking DS flashcarts for 3DS ages ago.

7th Dragon: Code VFD is a fun dungeon crawler once it really starts.
This fucking rabbit thing is great. It's kind of refreshing to have an asshole boss in an RPG.
If you like setting up damage skills like in Etrian Odyssey, it's pretty fun.
The combat is kind of slow as you can't skip animations, so don't pick the class that uses Cards if that bothers you. Their summons are long, though they are very useful.
Monks are amazing multi-taskers, but their SP is low. Definitely have one.

It plays kind of like Etrian Odyssey, but it's a little more technical. Not a strategy RPG like Disgaea.
Three people in a party,and later on you unlock a second team which, depending on their class, have powerful support skills to aid you every couple of turns, the number of which also depends on their class. Monks get a generous party-wide heal that costs no SP and comes up every two turns. Monks are GREAT. Samurai are balls though.
There's a lot of focus on setting up damage boosts, auto-counter traps, buffs, healing, damage over time skills.
