Pokken is actually really popular. It's probably got a lot to do with the brand, but it is apparently a pretty deep game. Not really that surprised considering Harada was actually involved in the developement.

Not at all. allowing them brings "hype" to evo. Even if a bug is found the player will forfeit the match for using it.
Tech for the characters is still being developed and will not catch up to the existing cast in time for EVO.
at the moment they seem balanced but I can see a strong player taking either character far. Boxer is a very honest character while Ibuki has some gimmicks but require skill to execute.
