Yeah I wasn't really thinking when I said that. What I meant is that Ryu struggles in several areas. His ranged game is weak, he has some trouble approaching projectile heavy characters, and his recovery is predictable. He's really good, but he just doesn't have the results that an S-tier should have. He's the new Yoshi, everyone hypes him up but he'll never win major tourneys because when people talk about him, they always forget his glaring weaknesses.
Anyway neither character is braindead and their camping games aren't good at all, so Zero won't use them. Zero always goes for characters that can
1) Play keep away well
2) Harass with projectiles
