Midairing with the rocket launcher in Overwatch is not viable unless there's a floating Pharah or Mercy around. Should be less splash damage, and increased rocket speed.

McCree's ultimate only does damage once, and that's when you fire. For the duration of the "aiming" nothing is being done to the enemy, and cancelling it effects nothing.
You want to cancel Pharah's ult because you keep getting fucking blasted mid-ult, but you are doing damage the whole time.
Bastion, Roadhog, Soldier 76, Reaper, Winston, Mei, Hanzo, Genji, and Torbjörn all have uncancellable ults as well.
In fact, the most apt ult to Pharah would be Reaper, which also does damage the whole duration and can not be cancelled, and has limited mobility.
Either be more strategic with your ults, by not jumping in the air infront of the entire enemy team just to try and get a cheap team sweep, or pick a different class.

I'm all for aiming, actually. But it is foolish to imply that there would be no need to buff the weapon if it's lock on properties were to be removed. No matter how good you are, your hit percentage will not be 100%, which translates to a direct damage decrease if the weapon is not buffed.
However, I do feel that Winston performs a role that synergizes well with a lock on weapon. He jumps in, electrocutes a weak target and jumps out, and that is all he can do because the weapon is designed to perform like that.
I would much rather get a new character with a UT-like lightning gun than change Winston's.

Winston is pretty anti-fun. Depending on your character and cooldowns when he jumps in on you, the optimal thing to do can be to stand in place and shoot him in the head, since you can't escape without using an ability and movement does nothing to dodge his lightning. And since his tickle gun does 60 dps, you're pretty much gonna be standing there wailing on his head for seconds at a time.
This doesn't mean he's unbalanced, and honestly if you were playing around him properly you wouldn't run into a situation like that, but it's still incredibly unfun. That's the nature of a high-health low-damage mobile character, and removing his need to aim makes for even more unwinnable drawn-out lame duck scenarios. He has incredibly non-dynamic interactions with the enemy team, compared to most of the cast, and frankly stands out as one of the characters who clearly wasn't put into the game for fps players to use.
That said, it's too late to change him now and he's reasonably balanced, so whatever. If a couple more characters who counter him got added for the sake of making twinston less devastating, his balance would be perfect.

Pharah's biggest disadvantage is a lack of explosive burst damage output. She can only shoot as quickly as her rate of fire allows her, and needs to be hitting directs to kill people quickly. If she could just fly in, justice for half a second, cancel and fly back out with her full clip, she'd be far too good as a picker.

Go into training mode and ult something, watch how quickly it dies. Compare that to the time it takes for two body shots or more, and factor in the skill required.
