The center of the controller rotates, and is really good for driving games. Maps to a steering wheel far better than a thumbstick does. It also has a couple of analogue buttons for braking/accelerating.
It pretty much defined THE standard for steering wheel input on the PS1. Almost all steering wheel controllers for the PS1 emulated a NeGcon.
