Bunch of overwatch character have mechnicala augmentations. Heck, most of them do.
One of the sprays calls it a glove, her Vishkar skin is canon and shows she has fingers and her reference kit specifically calls it armor instead of "mechanical arm" like they do for McCree and Junkrat.

Part of the problem is, for all its Pixar-esque artstyle, Overwatch's companion material takes itself way too seriously for its own good and attempts to infuse drama where it simply doesn't work. Widowmaker's short is the one most guilty of this, here's a character whose in-game lines can be as lighthearted as "what's an aimbot?" while her plot actions involve basically assassinating the robotic Dalai Lama and escaping with a smirk as a broken Tracer is left crying on the ground behind her.
That's not to say that all characters suffer from this problem, most of them are pretty good and work well [most.], but Blizzard needs to treat this thing with the level of seriousness and grimdark of a cartoon action show, not freaking Game of Thrones.

It's the old rule that every show or piece of media geared towards the same demographic as Overwatch seems to follow, you can make your antagonists as scary, threatening and vicious as you want as long as they can't actually accomplish any of their evil goals.
As long as Reaper remains ineffectual he won't clash too much with the tone of the game, he'll just be the sometimes goofy but actually threatening antagonistic force in the plot.

Hell, maybe it doesn't matter. The gaps in Symmetra's gloves make it seem a normal hand wouldn't fit in there, and Hanzo's ankles are ridiculously skinny. Overwatch's cast has one big draw for me; I will NEVER not love "JUSTICE!" type characters. Raw willpower to stamp out the horrors of the world, whether through a positive, slightly insane outlook (Reinhardt), a mostly practical but still dreaming approach (Pharah) or a battered, pessimistic outlook that despite itself can't help but do what's right (76) will N E V E R not appeal to me, and Overwatch's characters have plenty of it.

Symmetra is murky. Her default skin definitely looks likes like it has a prosthetic arm, but official assets use the words 'armor' and 'glove'. Her Vishkar skin, which is canon as it is how she looks in the comics, makes it seem as though it is a glove and part of the uniform, as her fingertips (including the manicured nails) are visible, and another character in a Vishkar uniform has a similar looking arm.
Lucio is not an amputee as, like with Symmetra, his character design sheet refers to his legs as having 'armor'. Characters with confirmed robotic limbs are stated as such in these assets, so when they aren't and instead use terms like 'glove' or 'armor', it makes you reason that they aren't the same.
Hanzo could have robotic legs, but it seems like his whole backstory is based around him staying whole while Genji became mostly machine, causing them to be completely different. Hanzo even considers Genji to be on a bad path, referring to Genji's acceptance of his new life, and becoming a student of Zenyatta. Seems inappropriate for Hanzo to be pretty much half cyborg himself as well.

Those robot arms you're talking about are told exactly where and how to move. They are completely useless without explicit instructions. That's why they are used to do the same task over and over. What they are trying to actually do is map the nerve endings of an amputee onto a synthetic arm so that a person can control it with their brain. The process is different for every individual because our brains don't all map nerves the same way, so it's a long and intensive process. If we can ever get the process to where it only takes maybe a year of monthly visits to a specialist, we will have achieved pretty much perfect limb replacement. The part holding us back is the process, not the technology.

What you posted is a terrible example as his joints aren't even covered by the armor - his elbows have no armoring at all and his knees are only covered by standard knee pads. I think people care way too much about whether not Phara is actually an amputee, but if you look at her in-game design it has arm joints that occupy literally 100% of the available space leaving zero room for her actual arms underneath.
