Legends doesn't use cell shading. The PS1 is incapable of it. But I get what you mean. They're trying to replicate "anime" art style on a PS1. You do that with either simple colors or goroud shading (like in FF7).
It works pretty well. They also use texture swapping for facial animations. Which is something MN9 should have done instead of the lifeless cutscenes of standing around.

I have a strong feeling the reason graphics are so simple and have too bright colors is because of the 3DS version. Keep in mind they promised the game on too many platforms from the start, and 3DS games tend to have chibi or otherwise easy to distinguish characters due to the screen size.
Even Inafune admitted porting to so many platforms at once was a mistake.

From a pure level design standpoint, it's a fine game with quite a few memorable moments, great weapons, and a great set of Robot Masters.
