Why is violence and gore okay but sex and nudity not?
I can understand it being extreme when combined, but sex and nudity on its own is still largely withheld, which is baffling to me.

Depends on the nature of the violence.
Typically in video games violence is portrayed as fun and triumphant and that does tend to rile people up a bit.
It's short term, though. Your body doesn't produce the necessary hormones indefinitely but the same can be said for watching sex and nudity, i.e. getting "horny". Roughly 20 minutes of down time and the moment has passed.

Yes, but those sites are adult sites, and parents may block them. Video games however, are still considered a childrens thing, even when many games actually have an 18+ rating, how do you wanna control what games your child downloads on steam?

What? There's been progressively less and less of the stuff for the past 20 years. Every other movie through the 80s and early 90s had tits in them for no other reason but TITS!
It makes sense that it's ramping down in films, most of it was reactionary to the death of the Hays Code. For the longest time in America you couldn't even show a married couple sharing the same bed for nothing more than sleeping, much less have sex or nudity. The code declined during the 50s and 60s but film was still pretty repressed, it wasn't until after exploitation went mainstream that you started seeing this stuff in studio pictures. But they went overboard, people grew tired of the novelty and so gratuitous sex and nudity has all but vanished from everything but the genre films, even there it has seen a huge decline.
