I took a basic anthropology class so I know my shit. First is access to crop foods like wheat or maize, second is access to easily domesticated and useful animals like cows, and third is access to materials to build. Without any of those three a civilization won't take root and you'll end up with a bunch of scattered tribes at best. After that it basically relies on the competency of the leaders and the resources available I think.
