The Future Trunks card from the event is INT and Dokkan awakens into SSR Super Saiyan Trunks. Easy free card to fill that INT spot.
Also we get the Treasure section open in the Baba Shop as part of the anniversary events and there's an SSR INT Gohan in there you can buy with gems (new items that drop in the new story areas that'll be released the same time).

No new races; they're choosing to instead expand on the ones already in.
Transformations have their own slot now.
Super Saiyan doesn't drain ki/stamina, but also doesn't give unlimited skill use anymore.
Which SS form you transform into depends on how much ki you have when you transform, kinda like in the old PS2 games.
Custom characters are confirmed to be able to use SS, SS2, and SS3 so far.
No new information regarding transformations for other races yet.

Actually Namekian Fusion doesn't seem to be a flat increase of power. Nail's power level is minuscule compared to even Frieza's first form, but by fusing with Piccolo it powers him up enough to match Frieza's second form, at over one million. So it's not outrageous to think the reunion of Kami, who is weak as shit, with Piccolo into the original being would also be more than what their original power once was. Hell, Nail is referred to as the Namekians' greatest warrior, and he's a fucking creampuff in the grand scheme of things.

SSJ3 Goku fires his Kamehameha at Kid Buu's, and it completely fucks him up. SSJ3 Goku, thus, can be assumed to be stronger than Kid Buu. However SSJ3 Goku was no match for Super Buu + Gohan. Goku could've beaten Fat Buu with his SSJ3 by his own admission, as seen in my attached picture, so we can assume that Fat Buu and Kid Buu are of a roughly equal power. But we KNOW Super Buu is stronger than Fat Buu, due to everyone feeling it when he was spawned and losing their shit, so thus Kid Buu MUST be weaker than Super Buu.
