These organizations exist but they wouldn't be feasible to have them exist on some sole giant fortress in the middle of the ocean. That's the easiest way to get wiped out in an unreportable fashion in one attack, just like in the start of GZ. So these organizations, like PMCs, exist as companies within and across multiple countries and have tons of private property and material.
They often change their company names constantly though since this is one of the things in the world where public brand recognition is undesirable. For example Blackwater USA has changed thier company name almost 4 times, I think.
