not quite. there are too many counter-examples to this idea.
First, note that an individual doesn't necessarily have to be foaming-at-the-mouth insane to transform. Gilbert, and Vicar Amelia, seem pretty damn lucid before suddenly popping like balloons. In addition, the spread of the Scourge in Old Yharnam is described as though it spread like a disease -- people would catch Ashen Blood, and then pop. Furthermore, the dialogue of the Chapel Dweller implies that people are now sitting in their homes, presumably protected by incense, and then they suddenly transform at random with no prior warning.
In addition, there is precedent for beasts to still have their sanity (reasonably). The Suspicious Beggar isn't blood-drunk at all, he kills for sustenance and seems to hate himself for it. Ludwig is also still counted as a beast by the game, even after his sword (partially) repairs his mind. See for yourself, slap on some beasthunter gems.
On a related note, NONE of the human Blood-Drunk hunters in the game are counted as beasts by the game. Break out beasthunter gems and serrated weapons, and test out damage numbers against human Gascoigne, Henryk, the Bloody Crow, and the Hunter's Nightmare Hunters. They don't count, just like the insane Yharnos you find throughout the game don't count -- they aren't transformed severely enough to make a difference.
In conclusion, the Scourge of Beasts is just a measure of how closely your physical form approximates that of a werewolf/deer/centaur monster. Losing your mind and going blood-drunk is a related, but separate issue.
Blood-Drunkenness encourages and stimulates your beastly instincts (see: Beast Blood Pellet, Clawmark Rune, etc.). This makes you MUCH more likely to succumb to the Scourge at any time. It makes you an especially at-risk individual to succumbing.

OK, so here is my long, drawn-out, and autistic theory for what the Mensis were trying to do. I try and keep it as grounded as possible, but feel free to ignore it or call it fanfiction if you like.
First, recognize that the game throws a lot of seemingly-unrelated information about the Mensis Ritual at you. I'll summarize this shit before I explain my idea, so you know in advance why it's so complicated
- the Mensis Ritual beckons the Blood Moon. Fairly self-evident, and it's not only explained in a lore note, it's also fucking obvious by the fact that the Blood Moon drops as soon as the ritual is exposed.
- the Blood Moon is a sign that the Moon Presence is descending on something. Again, pretty self-explanatory from the intro cutscene to your fight with it.
- the Mensis Ritual requires a child. Again, from Lore Notes and basic observational skills.
- Great Ones are obsessed with children, and children make effective lures to bait them out.
- the Mensis Ritual is meant to beckon Kos. Dialogue from Micolash.
- Kos and/or the Orphan can control the Moon in addition the the MP. We know this because the yellow swiss cheese moon of the Hunter's Nightmare disappears when you kill the Orphan of Kos.
- the Mensis Ritual's goal is to ascend the Mensis. Again, basic logic, and also the Micolash tells you straight-up that they're trying to persuade Kos to grant them eyes (turn them into Great Ones)
- the Blood Moon O N L Y drops over Downtown Yharnam. It doesn't drop in the Nightmare of Mensis, Cainhurst, the Forbidden Woods, Hemwick, etc.
- the One Reborn is birthed from the Blood Moon, and is the product of trying to beckon "ungodly forces" (taken from the description of it's Yellow Backbone loot)
- the Mensis have left the Waking World, and are chilling with Mergo in the Nightmare

So, how does it all relate together?
The first obvious thing is that the Mensis are using Mergo's crying as bait to lure Kos. Babys are effective lures, and the Mensis Ritual requires a baby, and is beckoning the Moon (which Kos can control).
Instead of grabbing Kos, however, they attract the attention of the Moon Presence. I always thought that they did this by mistake -- they were broadcasting Mergo's crying like a radio beacon out into the Cosmos, and it happened to attract any and all Great Ones in the vicinity. This includes the Moon Presence.
So they're begging Great Ones to grant them eyes, and have successfully attracted a Great One (even if it's not the right Great One). How does this ascendance actually happen? With summoning.
They're working together with the Bell Maidens (insane Pthumerians who have gone rogue), and the One Reborn IMO is fairly obviously a part of their plan. My idea is that they were trying to portal back into the Real World from the Nightmare, using Kos' power, and appear back in Yharnam as a Great One.
The One Reborn is the product. It's obviously a failure, but then again, they didn't actually attract the right Great One to begin with, and the MP may or may not have beef with Mergo and the Mensis to start with.
In addition, this idea explains why the Blood Moon only drops over downtown Yharnam. The Mensis was trying to spawn back into Yharnam from the Nightmare, and so the Nightmare and downtown Yharnam were brought into contact to facilitate the transformation. The Moon Presence, which is trying to descend on the Nightmare, to get to Mergo (being beckoned by it), is prevented from getting at it by either the Mensis or the Wet Nurse. However, because Yharnam and the Nightmare are touching, descending on the Nightmare means descending on downtown Yharnam at the same time. GG Micolash, you've nuked the city with Beasthood as collateral damage.

There's one part I'm a little iffy on. You said that the blood moon descended as a result of Mensis calling it down. However the note in Bergenwerth states that the blood moon is a herald to a child being born, the blood moon was basically a big red light that told all the Great Ones that it's time to fuck human women. Not necessarily to kidnap Mergo although I do believe Mergo's crying could have been a lure. I kind of think that while the blood moon may have worked in their favor it was just a happy accident to Mensis.
You did bring up something that I didn't consider though, Mensis probably did whatever Laurence did when he first contacted Moon Presence. Just on a much larger scale.

It seems like Dark Souls 3 is a rising crescendo of desperation contingencies. The First Flame begins to die so Lothric is called to be the next LoC. He refuses so the next contingency is implemented, the Bell of Awakening is tolled and the last 5 LoC are awakened to use themselves as kindling. The previous LoC decide to fuck off so the next contingency is implemented, the Unkindled are sent to find the LoC and force them to return to their thrones. That doesn't completely work out because the Unkindled kills them all and only brings their bones back so the final contingency is the combine the souls of every Lord of Cinder who ever lived to protect the First Flame at all costs.

Reminder that the MP contracted the Hunters as an organization of assassins to hunt and kill Mergo -- it considers your contract fulfilled and lets you leave if and only if Mergo is dead. Going baby-fevered is not necessarily a positive emotion

I think we just need more information. The reason I say this is because this is not like the 2nd Hunt. These Hunts have been going on for a while. At the very least 2 times prior to us (Eileen and Djura). I want to say that they got out of their Hunt by killing their own sources of beastly scourge but we don't know that unless Mensis has been doing this over and over again until they finally decided to fuck off to their own dimension to keep Hunters from killing their baby before their plan could get off the ground.

Nothing explicit, but we can confidently infer it from several sources.
Right off the bat, the Deep is obviously connected to the Dark, since deep weapons and spells all deal dark damage, and the Deep Gem states that there is a super-darkness beyond your wildest dreams. HOWEVER, Dark weapons/spells ALSO deal dark damage. The two must be distinct somehow, because why otherwise distinguish the two, but they're both aspects of darkness.
We also have confirmation that Dark shit is the Abyss/humanity, because the Profaned Coal, which makes Dark infusions, is explicitly Abyss-infected coal. Andre flat-out tells you this. So, whatever the Deep is, it's Darkness, as distinct from the Abyss.
Enter arguments of gameplay mechanics. Deep weapons are flat dark damage, Dark weapons are dark damage + fai scaling. Also recognize that fire weapons are flat fire damage, while chaos weapons are fire damage + fai scaling. So, logically, Deep is to Dark, as Fire is to Chaos. Note that Chaos is a form of corrupted, unnatural fire, a product of experiments and evil sorcery. So, Dark (the Abyss) is a form of "corrupted" Deep, unnatural Deep, a product of experiments and evil sorcery.
Well, from DaS1 onwards, the Abyss is treated as a corruption of Darkness, a dark analogue of Chaos. The comparisons abound. Therefore, the Deep must be another name for this "natural" state of Darkness, which the Abyss infected. NOTE that this theory is corroborated by the Deep set and Deep Tome, both of which allude to evil bullshit that moved into the Deep, ruining it's naturally serene and peaceful nature. Kind of like the Abyss moving in and fucking shit up, ruining the Dark. Darkdiver Grandhal knew what the fuck he was talking about, calling the Dark peaceful, back in DaS2.
CONCLUSION (TLDR), the Deep is natural Darkness. The Abyss is a hideous perversion of it.

other hunts have never been this bad. Up until now, Rom was hiding the Mensis Ritual, and so things never had the opportunity to go so far. The Beastly Scourge exists so long as people imbibe cursed blood (IMO the MP is the source of it, but that's another discussion).
It's manageable. Every so often, call out the Hunters to clean up the streets and get the beasts and blood-addled off everyone's back. A necessary evil for peddling blood healing in Yharnam. It happens, and the night ends.
This particular night never ends, only gets worse and worse and worse, because the Mensis ritual is finally nearing completion. It only goes completely bonkers when you kill Rom and allow the Mensis' signal to transmit uninterrupted.
