Posting this on a 4k TV.
Actual 4k video is an extremely noticeable difference. The quality is so far beyond 1080p it's funny.
Thing is that currently barely anything is available in legit 4k so it's only real use is future proofing.
I do have to sit about 2m from the screen when I play vidya on it though and most games don't have HUD scaling for 4k so a lot of text ends up being tiny.
Average console person:

Definitely, definitely upscale. If the Xbone were to render a game at 4k, even at 20fps it'd look like an early-gen PS2 title. Quantum Break legitimately runs at 720p/25fps on Xbone.

Yes display port allows to transfer images up to 4k, but it doesn't enable the hardware of rendering a scene at 4k. Something even the newest/most expensive graphics hardware for PC struggles with. The games will be rendered at anywhere between 720 -1080p and interlaced to the target resolution. The latter can be handled by the TV though.
If you build in a 4k bluray drive and the propper displayport for it, you can call your console a 4k console. That's what the ps4's update was about. Seeing the hype around the misunderstanding, the marketing guys, especially at Microsoft, understood that's what the audience wants to hear to gain publicity.
And now here we are, hundreds of basement dwellers creating threads in between of Masturbationsessions shitting us up with more and more misinformation.
