I've seen complaints about it not being so, but it's hard to tell with how many people are just shit at computers and I have a great computer so I can't know myself.
The game's also 30fps unless you use a mod and higher framerates make the QTEs harder (such as mashing a button to strip off an enemies clothing that hasn't been fully damaged)
