No it doesn't, because once the information about the nukes is on the Morphogenetic field, anyone storng enough to access it (AKA, Akane, Aoi, Junpei, Sigma, Phi, Clover, Snake, and half the cast of the series) could just band up and stop the terrorist. As they do in the true ending of this game.
Instead of making all the bullshit that happened in both VLR and ZTD, all Akane and Delta had to do was put a bunch of espers in the same room, make them see the horrible future and work together to stop it.

Better than VLR, yeah. How it compares to ZTD is highly debatable. The setting is better arguably better, but atmosphere is way more than just the setting and ZTD had a lot morre things going for it in that department than 999 did. Zero having a constant presence in the game makes for a way better atmosphere than 999's imo. I think the characters being in sepearated teams throughout most of the game and the fragments storytelling hurts ZTD's atmosphere though. It's a tough call.

When I first got to the door of truth I kept jumping around until I finally found the original transporter timeline.
Fuck the biolab.
ALien Numbers wasn't too bad, I had to get a pen and paper, did some algebra and figured out everything but 1,5,7. Then felt dumb because 5 is a star and 7 had 7 circles.
Who killed Mira: I Kept putting different names, then tried waiting it out. I felt Dumb.
Yellow Button: First time I did was with Q team, and the first time Teams C and D started screaming as they died was horrific. The mush afterwards only made it worse.
MINDHACK: Some people say it was bullshit, but in 999 it says that's what was one of the goals for the original Nonary Game 9 years prior. Being able to read and "splitsecond control" didn't really feel like it was an asspull.
Twins: Easy to figure out Phi was their daughter, but I didn't know exactly how. That discrepancy felt like when I was halfway through VLR and knew some stuff. The transporting the babies and giving them a Mother's Memento still was amazing.
When Q finally stands up: First I thought Sean was talking directly to me, Blickwinkel. Then I thought Gab, then I was confused when the POV stood up. I thought Q was a schrodinger's cat thing that is only in one timeline, like K in VLR.
VLR Ending D: I found it Chilling, especially when the camera pans up to reveal the Red Moon.
VLR Ending C: TEN MONTHS, THE ABSOLUTE MADMAN! Akane erasing Junpei's memory was sad, especially knowing what happens in VLR.
