Pokemon designs are usually relatively round and simplistic with vibrant colors. Gen II especially.
They started to complicate the designs more and more over time, and giving them a bigger color palette though. I mean, like I said that doesn't mean they look bad, it's just that in comparison to older mons they look out of place.

Sugi only makes a fraction of the designs, what he does (or did if Ohmura really did replace him) is illustrate the finalized designs. One thing that's good to remember is that the thought and translation process for designs changes as the artists themselves change over a period of time. They probably discovered flaws in what they were doing before and improved them, so of course it's going to be different now and they won't be going back.

It's been this way for a long time now. Starting with gen 3 the shittier designs started to get very numerous with each new gen getting even more shitty designs. The new pokemon also tend to have this weird stupid typing combinations just for the sake of having weird typing combinations. It feels so forced and unecessary desu.

I'm not sure what it's like in art school, but god, all the art teachers I had throughout grade school fucking sucked. All of them fell for the "if you don't draw this word to word as instructed and in my own personal style I pushed on you, I'll fail you" mentality. It's a damn shame too, it's a great way to discourage someone from pursuing a career in art.
