Though Witcher is generally a game for big resolution displays (1440p, 2160p, 21:9), not fast-refreshing ones. If you want to make full use of your 144Hz display, get some FPS games like Crysis, Battlefield 4, Doom or CSGO.

Unless you're playing Quake Live or UT 2016 everyday you're not going to see any benefit. Most games do primary animations (as in captured/rendered) at 60fps and secondary animations at 30fps and environmental animations (trees, particles, etc) at 15fps.
Meanwhile most games adhere to specific industry standards regarding bit depth and color gamut and can scale assets to any resolution (engines can't scale what an animation was captured or rendered at to 144fps, thus the meme).
So essentially you've bought a useless piece of tech that is only, objectively and scientifically speaking, useful on a .001% of the games in the industry. The remaining games however would have benefited from a wider color gamete and higher resolution.

I play plenty of games on my PC. However when I built it I bought a cheaper card since I didn't want to get immediately a big one.
However, my shitty R9 380X can get 60fps in decent settings, if not maxed in most games, and the best games on the system usually aren't very grafix intensive, but actually CPU intensive (emulation and autismo building games). And a good CPU can be very useful if you use for work.
In fact I'm probably going to skip my planned upgrade and wait for Polaris later and instead get a PS4 or a Neo, if it is not mad expensive, so I can play more games that I am looking forward to that are exclusive to the system and are coming out in the next months. I'll play the multiplats on the systems that does them best, usually PC but you never know.

disable the game's vsync by whatever means possible and use your own vsync.

If you're on a budget I'd recommend the GTX 970 because they're going for dirt cheap now. If you look hard enough, you could probably find a 980 for pretty cheap too (I saw a listing for $325 on amazon but it's gone now). I did quite a bit of research while figuring out which components to buy and I didn't hear a lot of good things about AMD cards in general besides their low price point.

The 950 is better for barely more, 960 is barely more than that, and the 480 is barely more than that. For $120 you could get a good new 750ti, $150 for a 950, $180 for a 960 and $200 for the 480. It's all up to how much the extra performance is worh to you, if you have garbage right now, any of them are good buys for you but the higher tiers will leave you more satisfied in the long run, since the feeling that if you just waited another week you could've bought a better card will nag at your mind but that happens both on the low end to the highest end purchases
