Learn to build a pc. It's not that hard, the only confusing things are probably the cables. Also, use logical increments.
Just buy the low end digital storm unit and learn to upgrade with time
The cpu is shit and the video card is aged by now. I don't wanna be that guy but you'd need 700-800 to build a pc that's good and will be upgradable for a long time so you won't be tied up with shitty parts you likely can't reuse
If you're budget a prebuilt is out of the question as you will be scrapping for parts as it is

Sandy Bridge is pretty much the cutoff for no bottlenecking, and that's with a serious overclock and fast ram. Even then, titles like Witcher 3, Tomb Raider or Asscreed will still crush one.

Can't play the best, but I have hundreds of hours on Dark Souls 1&2, TF2, skyrim, fallouts, killing floor 1&2, and many other games.

I'm personally still running i5 2500 + 8GB + GTX 560ti, and also playing everything at 1920x1200, no problems. It's been ages since the previous major spec-pusher title came to be.
