A vector is basically a useful graphic design or image creation format because unlike other formats, there's no limit to its anti-aliasing capabilities
So with a PNG, it can be a smooth as fuck image but when you zoom in and you go far enough and eventually you see every pixel on edges and whatnot, with vectors you don't, you can zoom in x1000 and it will still look as smooth as it did at normal size

Download inkscape because it's the program I use and it's pretty easy to get into. Paint.net is also really good for just basic image creation, but it doesn't make vectors, that's really the only difference save some utilities
I made the skull using a line draw tool, and when using that it creates nodes at each end of the line which are like anchors or points that can be manipulated or interacted with, so for the curves, I make a line, bend it to the shape I want, then once I'm done that I'll click on a node and make another line as that as the creation point. That way it lines up perfectly and continues on as one long line instead of 2 individual ones
This is the last vector I made, it's been converted to a png though so I could upload it
