Eliminations aren't the goal in competitive. It is pushing objective as a team. You can win against the most skilled team without even killing a single player. Thus characters that don't push the point or control/deny access to the point are effectively worthless.

Zenyatta always had 150 health. His orbs used to stay on the target forever outside of LOS.
A couple other things got nerfed too, like Symmetra's shields and Genji's overall effectiveness, that pushed Zenyatta way out of the meta. A while ago, people used to run 2 genji, 2 zen, symmetra, and Lucio, just because you could buff Genji to 300 hp (he used to have 250 and shields used to be 50) and give him a permanent harmony orb.

My best DPS is actually genji. He's a waste of a slot if you don't properly learn him, but an absolute monster once you get good with him. Especially in ranked where the Mercy/Lucio almost always decides games. Get good at killing single squishies very fast and you'll be an invaluable asset to your team for breaking stalemates.

I think the easiest levels to ult with McCree are Gibraltar and Kings Row on defense. Sneak behind the attackers and ult them while they are pushing. Most of the time, if your teammates tie them down good enough they won't notice where you are. For most of the time it won't be 4+ kill but eventually you got it. Especially on Gibraltar. I didn't play much McCree but I ulted entire teams between the first and second checkpoint plenty of times.

Playing on the Xbone I've seen the complete opposite. Unlike casual, everyone fucking sticks together, let people know when their ultimates are ready (because nobody fucking uses mics anymore). It's made the game fun for me again as I was just thinking about putting it down due to how retarded people are in casual.
