Anyway, Emerald is the "complete" version, so either play that first and ignore Ruby, or play Ruby first and then Emerald to see what changed.
Sell Ruby, buy a copy of Leaf Green or Fire Red. Play Emerald then one of those.

Used Ruby tends to be dirt cheap because it's inferior to Emerald and ORAS came out.
Used Emerald is like a few dollars more expensive, but that should be expected because they're used.
New Ruby will cost you about 100 dollars and new Emerald will hit you for 3 times that.
