bad marketing? I don't think publishers are too keen on having vague box art unless it's an artsy fatty game, or the box art uses clichéd elements to pretty much copy what every other game box art does.
That and there wasn't really much that could be fone for the box art on an SNES/NES game's box art to use game screens as the front cover. They'd have to sort of bait players into going "oh shit that looks fucking rad" using slick artists to draw the cover art, or use claymation, it really stands out, but I guess it depends on the game and demographic as well.
In America it seems we either appeal to young children or the "hardcore" audience. It's rare you find game box art that isn't related to what's actually in the game or doesn't have an "epic, badass" cover art or some sort of series mascot covering a majority of the box to make sure no one gets confused or something.
I kinda wish game box arts were more experimental and weird. Even worse considering how the ESRB ratings rape the game's box art as well as console labels and all that jazz, but what can you do?
