There are different packs.
The character pack brings all the new characters from the 3DS version.
The Marin DLC includes a new weapon for Linkle. If you don't have the character pack, you still get Linkle and the Pegasus Boots, but you can't use the crossbows (her weapon from the character pack).

When you get a moveset for that character you get the character unlocked, so if you don't get the Legends pack you'll still get Linkle and Toon Link if you buy the LA and PH packs. Just not their default movesets.

What are some other must play musous? I enjoyed a demo of the dragon quest one that I played, despite never having played Dragon Quest. Unfortunately that has no multiplayer and I really enjoy doing co-op with friends on HW.

First each fairy can equip a skill which can be activated by consuming magic. Skills range from pointless to extremely useful (like infinite special/magic/temporary invincibility and so on)
Their second and most useful ability is the fairy nuke: it consumes 4/5 of the magic meter to create a magic blast that kills everything in a certain radius.It can even kill unrendered enemies, you can get 500 or 800 kills with the press of a button
To have them learn new skills or upgrade the nuke you have to give fairies food and dress them in silly clothes, really. They are both found on the adventure map

If you like the gameplay you can get over 100 hours without DLC, but the game only comes with 1 adventure map. These DLCs are usually some combination of characters/weapons and another adventure map, those adventure maps being a big chunk of the gameplay as people seem to not replay the story much even if you can set it to higher level enemies.
The $20 DLC that gets you the 4 original packs gives you 3 maps, 3 characters, and 2 weapons which are basically new characters but without having to put time into leveling them again (Link gets Epona which is okay but Zelda gets the Dominion/Copy rod which is top tier). It's a pretty good deal if you like the base game.

The characters are balanced by game. There's already 3 OoT characters (Darunia, Ruto, Shiek) so they didn't add another.

It fills up when you use a special attack and if it overfills then you fall over. Either don't go over or dodge out to avoid falling. Actually after some patches months ago you can dodge cancel most of the ending animations on his specials. Zant is a rape machine now, he was just terrible closer to release.
Doing the VI combo while spinning in circles is like free keeps and his II isn't bad for WPG either.
