nVidia fucked up as well - the 1070 and 1080 cards are not fully supporting D-DVI spec and have boot issues on high-Hz displays. Might be fixable with a BIOS update though.

PCIe certified means that the card is compliant with the electrical standards fitted to every single motherboard on earth with a PCIe slot. It can not exceed the standards without putting the motherboard at risk of a power overload, which can literally cause housefires on shitty cheaper motherboard made for OEMs (aka pre-builts, AKA over half of the PC market).

Nope. If you looked at the reference board PCB, there is only a 6-pin mount, no eight-pin mounts. That means redesigning the board, which could take months to recertify and test.
The RX 480 will get gimped instead with some sort of power management system that the Nano had.
Expect sub-970 performance, closer to a heavily overclocked 960 or stock 380X.

That's not the cause though. While the ATX spec says the 6pin connector can only supply 75W, just like tha PCIe slot, most PSUs acutally allow you to draw a lot more than 75Wfrom it without any problems or danger. There previously have been some non-referential constructions that were drawing more than 150W just from the PCIe slot and a single 6pin connector, but didn't go over 75W from the slot.
The problem lies in the fact that the card itself "decides" to draw too much power from the slot instead of the 6pin connector, and if they don't change that, then replacing the 6pin connector with an 8pin connector won't change anything.

We don't know if this is an intentional fuckup to rush a product, or one of AMDs suppliers fucking up and delivering sub-standard parts for those cards.
It is clear that this card stretches the limits of the power supply, and thus lowering quality of the components might bump it above the limit. Maybe GF process is not consistent and some chips draw more power then they should. After all 270 and 260 are binned from the same pool.
What we also can gather, is that the chip might have a significant clock headroom, but it is constrained by power supply. Most likely because AMD is binning higher quality chips for 480X with bumped clocks. So constraining OC headroom on lower end SKU by limiting power supply makes sense.
Overall, this seems to be a PCB/Bios issue and most likely is going to be resolved by either bios updates and/or pcb revision.
All we can gather from this is that it is rushed. Considering that even AMD is selling them to vendors at prices above MSRP suggests they want to establish presence on the market, not sell tons of those just yet.

I am assuming that if the 480 had one 8-pin connector, power draw issues relating to the pci-e bus wouldn't be such. The only downside would be that the card would surely draw more than the rated 150w tdp, right? But how much higher?

I repair PCs for a living, and have done so for over a decade. Plenty of people's PCs use DVI connectors, even today. Most cheap and average LCD monitors from 1999 onwards didn't necessarily have displayport and it would be a long time before HDMI was common enough for most graphics cards and displays to have the port for them. Unless you're an enthusiast who trades in their monitor when newer technology comes out, many people will hold on to their displays until they no longer function. I think of the forty or so PCs in working condition in my home and office, only about three of them have HDMI monitors.
My CRT monitors that I used in my old office network (RIP IPX/SPX) all exclusively had VGA or S-video, with a very rare RCA connector, so we've come a pretty far way in twenty years or so.

Reference cards are manufactured for AMD by external contractors - such as Foxconn.
If the card is maxed on power demands, and contractors use lower quality power circutry then efficency of the whole card will drop.
Also, there is a spread of efficiency of the chip itsself. This is what causes binning. Some silicon will yield a chip that can do its job at 100watts, some chips will do the same at 120watts. As GloFlo process matures, the chips are going to be of increasingly higher quality - ie - lower power requirements.
This, along with chip size, might be reason why Vega is postponed and/or Polaris rushed. AMD felt confident enough to launch this chip now, but larger, lossier Vega would need - say, 400watts with the current process.

Because Nvidia doesn't have an x86 license, so if the consoles went with them they'd need to pay another company for a seperate CPU or go with Nvidia Tegras.
Going for a separate CPU would drive up costs a lot and murder already low profit margins.
Going with Tegras would also be super expensive because only the highest end ones are good enough performance and using them would also turn the console into an ARM machine, not x86
