He's just another casualty of the Bubble Economy bursting. No one was aware that Mega Man was going to become a defining pillar of video games when 2 came out. Hell, everyone involved with 2 talk about it like "It's basically everything we couldn't add in the first game." That's one of the theories, the other one were companies pressuring employees not to use their names in the credits so they couldn't be contacted/hired by other companies. It was specially noticeable in SNK's credits, almost everyone is a goddamn nickname.
