It has some interesting bits, but the game as a whole is a mess. Gameplay and story both. Even the first two acts are lackluster, and the core gameplay has a lot of the same problems MGS3 does with some new ones.

It's a pretty enjoyable game.
Everyone says the cutscenes are too long but I really enjoyed watching them. I do understand their point of view though.

Both MGS3 and MGS4 had working versions of Metal Gear Online. The fact that MGS4's worked makes it a good game.
