Microsoft has chosen to take Windows on a path towards a much more locked down user experience and there is no sign of them reversing direction in their push towards the Windows Store and their new mod-killing UWP binary format. As for Apple they've basically abandoned MacOS and are totally disinterested in the prospect of it as a gaming platform as they haven't added Vulkan, or even OpenGL 4.2 support to it which leaves them with just OpenGL 4.1, and the Metal API which lacks a number of modern graphics features.
Going forward Linux PCs are the only rational choice. It will be a rough transition, but we have only 4 years to accomplish it before the Windows 7 EOL date. This could even be possibly less if Microsoft follows through with their threat to discontinue support for new hardware on Windows 7 relegating it to a legacy platform before its actually been dropped.
