Well for one you don't actually use it to kill people.
You throw it at chokepoints, enemy embankments and objectives to make the enemy team scatter.
For that reason I think they should buff the rate at which it charges slightly. It almost never kills anyone unless it's combined with other ultimates. Sure it's powerful but just standing behind a street sign blocks it completely.

If im countering a bastion as pharah, i usually try to get a corner at get him with the splash damage. It doesnt really kill him very quick though.
