Daphnes had his original VA return. The only thing he did right was the victory laugh.
Toon Link got his original VA back and she also voiced Skull Kid. It's painfully obvious because all Skull Kid has to differentiate his voice is an echo. They literally have the same laugh.
The VAs did a shit job, but most people will just go "but its Musou lol who cares" and call me autistic or something.

The maximum frame rate is the same (30fps) on both the [New] 3DS and Wii U. It's just more stable on the New 3DS, followed by the Wii U and lastly the OG 3DS.
However, the 3DS has far less enemies on-screen, 400x240p instead of 1280x720p and worse graphics. Although it does have the benefit of portability and a few exclusive stages.

The 3DS version is also rebalanced for Lv 99 through the first six adventure maps, and evenly spaces out unlocks between them for all the original DLC, and the includes the new DLC characters with their maps so they have unlocks as well. The only exception is Medli, who was free in both versions but her unlocks are in the Master Wind Waker map.
It's also cheaper, but you get what you pay for. I'm enjoying a fraction of the enemies and framerate for a fraction of the price.
DLC characters are cool but it sucks they don't have a plotline.

Adventure maps, but Legends added a couple Wind Waker levels, new enemies, new bosses, a new sub-weapon, and mechanics like teleporting around levels, giving commands to your AI partners, and switching between multiple characters on the fly. I can imagine something like having a defeat the enemies mission, but you go in a party of 3 and each party member is locked off into each battle room so you have to do each fight with each character.
