Taro himself said that DoD3 is the story of people killing others to attain their goal, so Zero is portrayed extremely indifferent and fed up when she's murdering people, lamenting the fact that killing mooks is slowing her down. Because, you know, she has to undo her fuck up and kill other intoners or else everything goes to shit and it's going to be a huge bother for her.
In EU/US localization they've missed that trait of hers, turning Zero into "Female Caim with Kaine's attitude"

Why wouldn't they be able to get Gestalt? They already put it on ps3 in the west.
The big problem is that they'd need to do some extra work if they wanted to release one version of the game for both regions, they couldn't just toss them in the store as-is. Gestalt's JP release would need audio and text ported over from Japan's 360 version, since its a port of the localized version. Replicant's western release would need the same treatment plus a lot of edits to the subtitles.
