It makes steam believe that you are running a game then you drop the cards, when the card drop is over it switches for the next game on the library and will do it til all the games droped. But remember that you need to have at least 2 hours of played game to drop cards, and then you can't buy a game, drop and get refund. (there were monkeys doing it). A thing that people do is buy cheap games that drop cards, the full drop can be selled for more than the game costs and you literally make money from nothing.
