I'm still baffled there hasn't been a major game built around timestopping as a mechanic. There's some with general time manipulation, but they never do stopping it justice(Probably for fear of making it OP)
Though, Dishonored with the right charms to give you tons of mana+Bend Time, is a pretty good one.

While superhot is pretty fun, I'd hardly call the central mechanic timestopping. It's close, but not only does time not completely freeze, but you don't get a lot of the more fun, high mobility aspects of being able to move in the frozen time.
