Because England as some kind of distinct entity has been a thing for much longer (the rulers might have changed from Romans to Anglo-Saxons to Normans but there is some continuity to its existence for at least 9th century and if you include Roman times during which Roman Britain that had roughly the same borders as modern-day England and various Anglo-Saxon Kingdoms that ultimately were unified into Kingdom of England with roughly the modern-day borders, longer than that). Conversely, United Kingdom including Scotland has only been around for just about 300 years and ignoring colonies they once had, England has always been the dominant presence in the union.
Similar line of thinking applies to most civs. For example, Germany as a nation-state is only 200 years old but the civ represents people that lived in the area from since Antiquity (for example, in Civ V the UA refers to Teutoni tribe from Roman times, first UU is from 15th century, second UU is from WW2 and the UB is 13th-17th century thing) as opposed to Germany as it exists today.

Before WW1, a technologically inferior army could fight back well, even possibly win, against a vastly technologically superior one, as long as they had numbers and tactics on their side.
WW1 changed that and suddenly numbers and tactics literally didn't matter anymore. A modern WW1 army will beat any army from earlier, every time. The US Army from WW2 will beat the US Army from WW1, every time. The US Army from the Vietnam War will beat the US Army from WW2, every time. I still think it's bullshit though. In previous Civ games they had it right. The English were purely English, they were never referenced as the UK/Britain. Their choice of leader most certainly doesn't help. Their leader ruled over the United Kingdom, not England.
