Fallout 3 was enjoyable despite the story because it was first of its kind for a lot of folks, even if you were into Morrowind and Oblivion. The exploration was god tier, the enemy variety was just right and there were still cool characters and bits in the story.
New Vegas did all that and got the story right.
Fallout 4s biggest sin imo is that the exploration is off. They don't even try to disguise it anymore. EVERYTHING is "go to place and kill X" or "go to place and find Y, killing X as you go." 99% of the time there's no variety. All I remember really is that one quest with Nick Valentine and that mobster couple.
Even 3 threw you bones. They might've sucked sometimes but they threw you bones. Do you put the "cure" in the water? Do you destroy Megaton? Do you side with the slavers? FO4 goes to all the trouble of giving you half a dozen named raiders who talk about each other's status in their logs and you can never interact with them beyond SHOOT RAIDER.
And the worst part?
The absolute worst part?
Even the raw exploration of FO4 sucks. EVERY location is identical: look for the one Bobblehead, unique weapon or magazine in the place. BTW over half the weapons are just plain bad. cool more pipe weaponry. armor isn't balanced so who cares about it, just wear fashion or the one set you like the most for stats + fashion. Triple your time spent digging through trash because you need crafting bits. Build some houses that do LITERALLY NOTHING. It's all a distraction from the fact that the core gameplay isn't that tight.

Who knew Raul was in Black Mountain on their very first very blindest playthrough unless they listened extensively to BM Radio?
Even FO3 was juuuust diverse enough and it had better weapon and armor variety and enemy variety to demand you care about your weapons and armor. And there were still a few quest and NPC surprises(Harold, that Brotherhood chick on the roof, etc.) FO3 even let you cut around the story if you explored hard enough. FO3 and NV in particular also made every Vault you found an incredible joy.
FO4 doesn't have as many copy pasted locations but unless you're addicted to computer logs there's nothing to find. Even the Vaults are pretty dull.

Fallout 3 was barely a fps by any standard even back then. It was basically needed because actually trying to hit anything without a scope on your weapon was a chore.
New Vegas was better and added iron sights to each weapon along with other attachments, but gunplay was still pretty bad overall.
Fallout 4 is the best shooting the series has ever had, and having vats is now an almost useless endeavor, and serves no real purpose other than to have cinematic killshots. Which can already be triggered from normally killing shit to begin with.

I know next to nothing about the deeper stuff, but I can assume it's similar to how some games cut animation frames in half at a distance, down to the point where there are certain distances that character do not animate at all to prevent processing power or some shit.
Instead of having characters fully animate they just keep them in an idle stance when the player isn't looking at them.
The only issue is that the dynamic lighting allows the player to technically see a character even if they aren't actually visible.
Plus it seems the NPC isn't being told to do anything, if they were possibly told to move around within the light space the shadow might show them moving around as if everything was normal. The robot that walks through the light seems to be animating fine from the shadow perspective, maybe should be swaying a bit more, but fine.
