It's pretty easy (and fun actually). So basically your goal is to get your caravans to between 21 and 26, preferably at 26. Face cards have special uses and can be played on your opponents cards to make them go under or bust. Once you learn to play, it's a really easy way to make caps. Some people can only play 5 total games, others can play infinitely. Check the wiki to check which is which because I do not remember.

I assume you're asking what determines the end of the game, since that's the most confusing part. Everything else is explained on the disc Ringo gives you.
There are three "caravans": left, middle, and right. The game ends once all three have a player who has a stack with a value of 21-26 for that caravan.
For example, if the board looks like this:
22...25...26
25...21...22
then the game ends in victory for the top side, which has a number from 21-26 in 2 out of 3 caravans that beats the bottom side's number. However, if the board looks like this:
26...26...30
23...26...17
then the game keeps going, because the right-side caravan doesn't have either player with a number from 21-26 yet.
That make any sense?

Bid high and don't rush to sell. Stack a lot of Jacks in your deck and apply them liberally. Use them every time you get one to knock your opponent's caravans back down. Always keep one in your hand in case they play a King and set you over the sell limit, and don't be afraid to pull the same dirty trick on them. Sometimes Blowing up one of your opponent's stacks is way more valuable than using a King to boost your own. Always plan out your flow so you never need Queens. Queens are big wastes of turns and should only be used to cinch a stack or to mess up your opponent's flow by directing it in a way that will force it to come up short or high. Don't start stacks with middling cards like fives or sixes, try to start high or low to give yourself as many opportunities to play non-face cards as possible. My personal strat is to start two caravans high, one low. That way I'm almost always ahead of my enemy, but still have a spot to flex out those lower value cards.
Once again, don't be in a rush to end the game unless you KNOW you have it wrapped. Use aces, kings, whatever you need to do to nudge every stack as close to 26 as possible. And of course, have fun. =]

Kind of. Experience gain is tied to your intelligence, but there's a perk under the luck tree called idiot savant that effectively boosts your average experience to what it would be if you had high intelligence, meaning you can dump intelligence at 1 and be fine.
That said, there are of course some perks tied behind intelligence that you may consider worthwhile, such as the one for crafting weapon mods, so there is a bit of a trade off if you want to dump intelligence. Personally, I did a high luck, high charisma, 1 intelligence character and I did pretty fine. The lack of weapon mods was only a hindrance until I managed to strip some from weapons I'd find to put them all onto the one I was using.

If you have Raul with the Full Maintenance perk when you go to do Dead Money, the perk sticks with you forever. The game only checks for the Regular Maintenance perk when it sees that Raul is a companion. I really appreciated this because that perk is the only reason to use Raul. Now I can use all the fun ammo without tearing my weapons apart.

It's my least favorite besides Lonesome Road, honestly. It's a serious chore to even bring myself to play it, but unlike LR I usually do play it. Honest Hearts is probably my favorite, but I live in Colorado and have spent quite a bit of time in Southern Utah so it holds a special place in my heart (pun not intended) for atmosphere.

The police pistol is way better. I used my excess caps to buy .357 ammo and turn it into SWC ammo. I was 2 shotting everything in VATS and killing ghosts in packs of 3 easily. I've never killed anything in less than 4 shots with the Police Pistol, with the average shot number being 8. I've killed with the Automatic Rifle in 2 shots, it generally taking 4-5. Why do you need AP ammo in Dead Money nothing has high DT.
Even after Dead Money I still use the Automatic Rifle vs the LMG its got a higher critical chance, higher single bullet damage and a higher critical damage. The spread is really only noticeable if you're trying to fucking snipe with it.

I feel like the shooting was too avoidable, or too easy when not avoidable. Most of the vaults just have critters like rats and insects in them. It's tormenting to face nothing but them all the time. Cazadors and deathclaws are the only real challenge. The DLCs fix this a bit in LR and OWB, although OWB really should have let you take have companion to deal with the bullet sponges.
