Usually it's because they're bad, can't aim, and can only hope to get a shot or two in me if they're so close that I take up half of their fucking screen. Currently, Mei's ice gun slows people down until they freeze in place. This gets fucky when just half a second of freeze-gun slows most character below her speed.

Mei isn't OP in the slightest, she's just fucking annoying to deal with.
I think that the problem people have with Mei is that she was designed from the ground up to be as annoying as possible, for the enemy team and even your own. She just has too many tools to harass and annoy people.
Her walls are extremely strong, have low cooldown, and by the time you've broken through a piece of the wall the entire wall will come down anyway. It completely blocks many of the ultimates in the game (Soldier 76, any character without wall climbing/movement options) It also even blocks your friend's ultimates; I can't tell you how many times a Mei has popped up an ice wall to block my hook or some rockets I'm firing.
Her ability to encase herself in ice that makes her invulnerable and ALSO heals her? Who let that slide? She can contest and capture points with complete invincibility and give the enemy team more time to get back onto the point leading to longer Overtimes. Did you get a great hook with Roadhog? No you didn't, she just got back all the health she lost and more.
Her ultimate is fine, it's supposed to do damage, but it's extremely difficult to see where her robot is going to pop up to gauge the radius of effect on the circle, meaning most of the time you have to guess where Mei threw it. Maybe give the robot a glow so that people can kind of see where it is?
She's got 250 HP, excels at close range with her freeze gun (which is super annoying to get killed by), can block off entire passageways, has an invuln/heal on command that can be used every ten seconds or so, and is SUPER difficult to kill.
