She is tremendously popular in japan but most other countries have no idea who the fuck she is. And while some Fire Emblem characters got away with that along with Lucas, they were all from nintendo properties.
Reimu being in is like a character from one of the JP only Gundam games getting in.

Card system is her gimmick, get cards then use them.
She has her ceremony thing in her hand that she uses only on like 4 attacks or so, but they're pretty strong.
Her base power is flying, so I'd say her recovery would be pretty great, maybe something a faster version of ROBs?
Final smash could be Fantasy Seal for an animated cutscene, or Fantasy Nature for something closer to ZSS or Snake.
