Zero would make a world without boarders, but as a secret power underneath. A power that would subtly control everything, to influence peoples wills. And then later the Patriots would then use war as a means of gaining more control, power, and money.
Big Boss took her will as a soldier. He created an army without boarders. He would at first fight any war regardless of nation, as soldiers of no nation. He would later purposely create wars, to give his and other soldiers purpose, as to not discard them.
Zero would seek control, and Big Boss would seek chaos.
She only wanted people to realize how foolish these human desires were, how pointless war is. As she said when she went to space, everything changed for her, and she realized how insignificant all the bull shit on earth really was in the grand scheme of things.
Otacon and Solid Snake would ultimately somewhat succeed in carrying her will. They freed the world of Zeros control, and defeated Big Boss' and his legacy reign of Chaos. They brought peace to the world, and would allow the world a chance at a better future.
