Look, I love WW Ganondorf as much as the next guy, but his motive was much clearer than his actions.
He had a main goal: Get someone to claim the master Sword so that the realm would be unsealed. He wanted all of the Triforce, which also required both a Zelda and a Link, neither of which existed for a while, which is why the Forsaken Fortress became a thing.
He didn't KILL them because they weren't useful to him yet. Not to mention when he threw link into the ocean, that was with the intent to kill, it's just that the King of Red Lions found him and saved his life.
After all, you can only be in the water for about 30 seconds before sinking. ;^)

Thus the entire game was a setup for the King to crush Ganon's hopes at the very last second and then die with the last thing he felt being the colossal erection he had after basically telling Ganon to suck his dick and wishing that Ganon's only wish would never come true.
