Not anymore. Maybe in FO2, but NCR is about the size of historical California and Oregon. BoS has the DC metro (and maybe Boston depending on canon) or Chicago and that's about it. A few metro areas, but no real population to speak of. NCR spans from Baja in the South to Redding in the North and as Far East as Camp McCarran (depending on canon). NCR is by far the largest faction both in area and population. Shady Sands, the Hub and Dayglow combined are bigger than all of the BoS combined and that's only 3 NCR towns.

The Legion isn't actually that large. Arizona, Colorado and Southern Utah are pretty sparsely populated. They have Denver (which is mostly dogs) and Two Sun and that's about it. I guess technically New Canaan too, but it's a ghost town or owned by the 80's. The reason they seem so large in New Vegas is because much of the NCR is tied up in the West or in Baja instead of concentrated on the Colorado like the Legion is.

Because allowing an old world relic to take power can only promise to repeat the cycle at the some point. To advance and rebuild a better world then a new path needs to be forged. Kill them all. Taking control of and reforming the legion (e.g. transitioning away from smaller things like anti-chem stuff and eventually transition slaves into citizens and become more oligarchical) to be what the NCR could be if they weren't lost in old world formalities and corruption.

Houses plan is short term. The NCR and Legion clash proves functioning governments can exist and wage war much like pre war nations and empires. House is fine for now but his plan is basically hoping no one ever successfully rebuilds civilization somewhere else. NCR and Legion are only the first, even in certain endings you see the Khans begin to prosper. If we assume Bethesda East Coast Fallout is canon you have groups like their Brotherhood of Steel with more power armor and robots and advanced techs than most every once, functioning logistics and air travel (outside of vertibirds in 4 acting retarded) and a proper military command structure and sizable army. If they managed to reverse engineer and mass produce enclave technology good luck casino man.
Or someone could just take hold of the areas surrounding Vegas and just starve the city state out like an old fashioned siege, using internal sabatoge to destroy crops and demoralize the population inciting distrust of house's security. His robots are strong but they're not smart, you can fool them several times in game.

Either way, they're one of the most powerful melee weapons in the game. Only the super sledge and its unique variant do more damage. Against robots and power armor users it's even stronger than them by nearly 50%

13 years is just a hard limit on the game. Fo1 story still starts with 150 days and can be further expanded by getting more water. It stops being a thing after mid point of the game (there are still some timed events and endings though, like cities being taken over by mutants)
That being said there's barely enough content in Fo1 to justify even 150 days, the game is really barebones and short. The only way to run out is to go around empty parts of the map killing rats.

The legion is just an army, once you help him win in the game he'll establish the civilian backing that the legion requires and create a stable and sustainable empire.

I managed to go through my first playthrough without any major hick-ups, but boy did they not quite finish working on the quests surrounding the Khans. Turns out you must have a good reputation with them to assasinate Papa Khan (complete fucking nosense and for some reason raising my rep in the console didn't work), and depending on where you are in other questlines you can't report quests to Diane (no dialogue option to talk to her about Hostetler). Anyways good riddance the lot of them. Looking forward to infiltrating the Omertas, on my first playthrough I just killed all of them as an RP because I didn't get all my weapons back when I left (which I realize now is a bug, but then I thought they just took a secret tax out of the weapons they'd confiscated, so obviously I had to make an example out of them)

Man the DLC are good in this game.
Dead money on hardcore is amazing, also the companions bring a good feeling to it all.

Old Wolrd Blues is nice, but really switches the game into easy mode after completing it.

If the NCR wins and Mojave gets integrated, it would not be totally under their control and will become a drain in resources and manpower.
House would probably become a psycho tyrant unless the courier has good karma and acts as his conscience, he probably has other technological secrets across america. Imagine if he has an override control on all RobCo products, Liberty Prime would probably be put to proper use.
Some of Legions more traditional members would probably detest Caesars decision to "settle" New Vegas, thus further cracks in the Legion unity would develop. Assuming that he doesn't put himself in ice like House, the Legion would tear itself apart once he dies.
Independent is the best option for the Mojave, unless the courier is a deadbeat and just leaves everything to Yes man, that decision would most likely end up in a lot of corpse piles. But if a proper civil structure is built, the Mojave would be a functional, stable state with a considerable military force.

The NCR is massive. They control states and went to war with the BOS at Helios One. Just by numbers alone they managed to wipe out the BOS and their main bases throughout the west coast where their power lied. Before that they had an uneasy alliance to stop the threat of the Enclave. NCR destroyed the Enclave and then hunted them down. Many just joined the NCR to survive.
Really the NCR is massive and by New Vegas their goal is to expand even more. They have farmlands, they have managed to regain control of the skies with Vertibids , and tax the population heavily. They are a modern army / nation.

Autmn Leaves is pretty good. Not about fighting, more about reading shit, talking to people and investigating a murder.
Deserter's Fortress is also not that bad although there's not much backbground to the whole thing. You just shoot your way through a building filled with a bunch of loot
Rockwell Pursuit is kinda long and tedious but you also get a shitton of loot and the story is actually pretty neat. It gets very hard towards the end and I don't think you can turn back once you start the second part of the quest where you actually have to travel across the US
