Alone or not, without Obsidian the best Fallout game would be 2, and that's all old and gross.
No idea what Obsidian or the slavs would do with TES, but I'd go full metaphysics and actually deal with the shit I find interesting about TES. Or that I found interesting when I actually cared about TES.
Also, if by chance I allowed you to be in charge of a guild or faction, you'd actually be responsible for the upkeep of that faction. Or they'd impeach you. But I likely wouldn't even let you do that unless it was established that you were deeply involved in that group already. And even then you'd likely just get a small command position and not a grand commander role. Because I'd prefer to actually have well-written NPCs instead of throw-aways to be sacrificed for the player's ego.
