Wrong, they compare it to first two games, which is logical because it is much more similar to them with gameplay focused on decision, consequences and dialogue.

Fallout 3 and 4 are shit compared to everything.

I agree.
It's a good game, when you consider the shitty game they had to base it on. They did great work with it, showing what adding some character and depth to F3 could do.
But at the end of the day it's merely a good game.
