Again, not a rule. There are some mouse and keyboard players that are masters and there are (quite a few) HOTAS players that are absolute garbage and should have saved some money on peripherals.
But if you're looking to get really good at flight sims and dogfighting, the HOTAS setup is the way to go. You're going to have to be dedicated and really buckle down and learn, but you'll smoke most opponents once you've punched your card enough times.

I think the rules are being defined granted currently as crowdfunding is relatively new. Law takes some time to catch up with technology and I think it will fall more closely aligned to investments and contractual law rather than a simple donation. SC has suffered multiple reworks so far in the ships, damage system etc.
Basically they threw away all that work that was made in early development.

At this point, to give them money, "whenever this happens, doesn't have to be now", but before I give them a dime, they need to have at least 50 systems, at least 2 alien races, the ability for 2 ships with 24 crew each to fight, and planetary landings, as well as a complete set of player skills with rankings, to give more purpose to a choose-your own kind of experience.
Without this, the game's just not worth the money, because this is what was advertised when they had much less. Otherwise admit they just can't do it, and stop bilking people for money.
