Evidence points towards this being the case, what with many boxes getting "censored", but not censored in game. See Senran Kagura EV, Onechanbara, Guilty Gear Xrd, Deception 4, 7th Dragon Code VFD, Neptunia ReBith 2, the Noire spinoff, and a bunch of others.
The ESRB gets majorly pissy if visible cleavage or thigh appears on the box, and they demand that if too much is shown, the box cannot be displayed on shelves and must be requested from behind a counter (much like cigarettes).
