I can only speak on Phantom Hourglass, but I find that the touch screen controls are the primary hangup about the game. In terms of actual gameplay such as exploring the sea and finding collectables and solving puzzles and all that, I'd rate it a solid "it's okay". You can do better, but you could also do worse.
Some people give the Temple of the Ocean King shit, but I actually found it to be one of the best-implemented "okay you gotta return here multiple times to progress" areas I've ever seen in games, because every time you return, you're encountering new mechanics and new patterns. New types of Phantoms show up, riddles start being incorporated, you come across weird mechanisms earlier on and wonder how the fuck you're gonna reach that just-out-of-reach ledge and suddenly later on you learn it's a shortcut or otherwise gives you a significant time boost.
I mean admittedly it's not pleasant to basically be told "Okay yeah you can't do anything more here until you get some more shit out there" and not have the option of skipping it 'til the end to do it in one shot, but I feel like it's not as bad as a lot of people make it out to be. The Phantoms, too, were well done, because every other time you return, you have a new method to get them off your ass or out of the way, up until you can finally deal with them on equal terms.
As for boating, I'd call it an improvement over Wind Waker in nearly every aspect. Dungeons too, simple/easy though they may be.
The visuals may be lacking, as may the soundtrack, but the game itself is solid, if lacking lustre.
Ciela and Linebeck make fantastic companions, some of the best to date, and furthermore collecting MacGuffins can serve an actual in-game usage once you collect collectables hidden around the world. A weakness of mine, admittedly. I love when MacGuffins can actually affect gameplay in a significant manner instead of simply being trinkets to unlock the final boss or second half of the game.

Admittedly I'm too tired to read the whole thing, so I'm just gonna respond to this.
I feel like I heard something different, in that what they took from ALBW is the idea of approaching the same puzzle from different angles, with different tools. That doesn't necessarily mean that dungeons CAN'T get deeper, mechanically. It's just that they may incorporate elements that allow multiple solutions to the same puzzle.
Like, some physics-based puzzles can utilize either the magnet or the stasis plus force build-up. You could probably use bombs to generate enough shock to pass some of them, too.
