How is this?
Can I put songs from old DLC and the first 3 Rock Band games onto this one?
You can play most of the old DLC, and almost every disc song.
But it's really barebones aside from just playing song. You get quickplay, practice, and setlists. Online multiplayer is being added as a paid DLC later this year.

Old DLC should work, and you can export RB3 songs.
RB 1/2/Lego/Green Day will only work if you've exported them before the export license expired.

What are the chances of them renewing the licenses at some point within this game's lifetime?

Never. Harmonix can't even license DLC that isn't dadrock or top 40 shit.

Not likely.
Song Licensing is very expensive, and Harmonix is no longer working with MTV so they don't have the same budget they used to (hence why they had to colab with Mad Catz for the controllers.)

They've already made DLC of everything else.

Yeah, I figured as much. I still dream of a Rock Band game that lets every single song be played on one disc. Ah well, maybe we'll see it one day.

Closest thing would probably be that Guitar Hero TV thing with the newest GH game.

I meant every single RB game across the series. I much prefer the DLC model RB uses to the pay to play GHTV crap.

>They still haven't made a Rock Band Blitz 2

Again, that would require a lot more money to license the songs then Harmonix have access to.
And it would be expensive to buy (since exporting the songlists usually costs £16)

>Harmonix can't license the most expensive songs
>they should totally license this shit tier indie band that won't sell a single license.
