That said, maybe they felt Joe could lighten things up considering Terry and Andy's goal of revenge and dedication to training. It's good and the netcode is 'playable' unlike the console version however if you are a KoF beginner and have no friends of your own to play with you'll probably find it a bit overwhelming. You could also try 98FE and 2002UM, which are both easier to get into, but at the same time have an even smaller playerbase. Basically you'll need to actually have friends to play.
Alternatively play 98 or 2002 vanilla on fightcade, which constantly has players.

While KoF has a smaller fanbase, it still is a dedicaded one that has people with different interests being part of it; I for one, a Hue that just got into the series in the nineties because it was the only fighter with portuguese text, the story is kind of cool and so are the characters, I'm not into fighting games as a whole.

There's no actual lore reason, because Vanessa was still active in XIII's story despite not being a playable character, she just did things out of the tournament, like Ramon too was in XIII's story, just not as a fighter.
In XIV they probably had Vanessa not be in the tournament again, assigned with being an Agent doing her thing in the shadows.

You are right it will not be a mass thing, but many good SF4 players who do not like 5 are planning to play KoF14. This is leaving aside the fact that a disproportionate amount of top SF4 players are/were KoF players in the first place, Tokido and Poongko being obvious examples.
