Meh, I never really saw him as a deep villain, just some guy dicking around with Snake in a Team Rocket sort of way.
A king who slowly grows disillusioned with his kingdom and subjects, eventually ending up hating them deeply, taking delight in orchestrating grand-scale suffering in such a way that he remains blameless in the eyes of the realm.
