They haven't outright stated anything yet, because they've barely said anything at all about the game, but in the Gohan/Turles video Gohan uses 2 ults after turning Super Saiyan, meaning either there are more ult slots, or they've changed how SS works.

Just bought the PC version now that I have a decent PC. Do mods work online? What about save editors? I really don't feel like re-grinding.

Mods are client side. That's generally how mods work in all PC games(aside from some FPSes that allow clients to download mods before a match begins.)
