Stack Luck and Agility. The best perks to invest in are: Gunslinger, Gun Fu, Lone Wanderer, Four Leaf Clover, Better Criticals.
Note that Lone Wanderer also works with Dogmeat, which as a lone gunslinger and his dog fits thematically.
For clothing, the Drifter Outfit and a bandana will get the look pretty spot-on.
